Implementation: key stages

  1. Frame Finalization: Verification and finalization of the list of marine fishing villages, fish landing centres, fishing harbours, and households. This forms the census frame and is a critical preparatory activity facilitated by the VyAS-NAV app.
  2. Schedule & App Development: Finalizing data collection schedules (draft versions included household, village infrastructure, landing centre/harbour details, and vessel information) and developing the requisite digital applications.
  3. Training: Intensive training for supervisors (~500) and enumerators (~3400-3500) on concepts, definitions, and the use of digital tools. Multiple rounds of appraisal sessions are planned due to the new digital format.
  4. Census Enumeration: The core data collection period is planned for 45 days, from November to December 2025. Enumerators, preferably from local fishing communities, will visit households and facilities.
  5. Supervision: A multi-tiered supervision structure ensures oversight, guidance, and support for enumerators.
  6. Data Scrutiny & Validation: Real-time and post-enumeration data checks for accuracy and consistency.
  7. Summarization & Reporting: Compilation, analysis, and publication of census findings in multiple reports.
