‘Indian Marine Fisheries Code: Guidance on a Marine Fisheries Management Model for India available for comments

It gives me great pleasure to share with you a draft copy of the book ‘Indian Marine Fisheries Code:  Guidance on a Marine Fisheries Management Model for India’ jointly produced by the Central Institute of Fisheries Technology (ICAR-CIFT) and the Central Marine Fisheries Research Institute (ICAR-CMFRI).  Scientists of CMFRI and CIFT have come together to provide guidance on how the FAO’s 1995 Code of Conduct of Responsible Fisheries (CCRF) can be operationalized in India. 

I request you to kindly read the book and provide your valuable comments on the concepts and implementation plan provided in the book.  In order to make your job easier, we are providing a brief questionnaire which you could answer in a simple yes/no format.  If, however, you feel strongly about some points you could also write in comments in detail or directly email me the comments.  We are also providing a return-addressed stamped envelope through which you could return the comments.  We would very much appreciate receiving your comments within 3 weeks of receipt of this book.

Winter School training Programme on Structure and Function of the Marine Ecosystem: Fisheries

Second International Symposium on Societal Applications in Fisheries and Aquaculture using Remote Sensing Imagery will be held on January 15-17 2018

Second International Symposium on Societal Applications in Fisheries and Aquaculture using Remote Sensing Imagery (SAFARI-2) will be held on January 15-17, 2018 at Kochi, Kerala, India, under the auspices of ICAR – Central Marine Fisheries Research Institute (CMFRI), Kochi. The Symposium will be devoted to Remote Sensing for Ecosystem Analysis and Fisheries, and is open to contributions on various applications of Remote Sensing for freshwater, estuarine and marine fisheries, and related topics such as the ecology of commercial fishes, ecosystem analysis and ecosystem- based management. Each session will have keynote presentations as well as plenary lectures by distinguished experts from all over the world in addition to presentation of research papers by participants of SAFARI 2. ICAR Sponsored Winter School at ICAR-CMFRI Kochi on "Recent Advances in Bioactive Compounds" from 23-01-2018 to 12-02-2018

The Marine Biotechnology Division of ICAR-Central Marine Fisheries Research Institute, Kochi is organizing a Winter School on “Recent advances in bioactive compounds from marine organisms and development of high-value products for health management at CMFRI, Kochi during 23rd January to 12th February 2018 for Scientists/officials from ICAR institutes/ Universities. The objective of the Winter School is to provide up-to-date information and acquaint the participants with the latest technologies on isolation and characterization of marine natural products of pharmaceutical importance from marine organisms, general and advanced methods of isolation procedures by chromatography, classification of organic compounds and their characterization by advanced spectroscopic experiments. This program further aims giving exposure to the chemical perspectives of marine organisms, primary and secondary bioactive metabolites from fish and marine organisms to develop bioactive compounds and high-value functional food products. Theory & practical classes will be conducted in these areas to provide the participants a hands-on experience. These can serve to plan research on marine bioprospecting in the respective laboratories and institutes of the participants so that they can formulate the strategies for research. The total intake of the course is 25th participants including ICAR Institute/SAU’s/KVKs/Central Universities. CMFRI develops breeding technology of Indian pompano

CMFRI develops breeding technology of Indian pompano

The mariculture in India is set to get a major boost with the Central Marine Fisheries Research Institute (CMFRI) successfully developing the seed production technology of Indian pompano (Trachinotus mookalee), which has high commercial value both in domestic and international markets.

This is the fifth of its kind achievement made by the CMFRI after the institute developed seed production technology of cobia, silver pompano, orange spotted grouper and pink ear emperor. Indian pompano (locally known as Avoli Vatta) is the most suitable species for cage culture considering its fast growth rate, easy adaptability to culture conditions, quick acceptance of artificial feed, good meat quality and high consumer preference.

Breeding and seed production technology of the species was developed at the Visakhapatnam Regional Centre of CMFRI after two years of research. The technology was developed with the help of Recirculating Aquaculture System (RAS), a new facility in fish farming.

Indian pompano belongs to the Carangidae family, which is distributed in the Indo West Pacific region and is reported to be present in 15 different countries of the Asian continent. In India, the fish is reported from both the west and the east coasts. It is a marine fish with sporadic occurrences in bays and lagoons and the adult fishes prefer shallow coastal waters with rocky areas.

According to Dr A Gopalakrishnan, Director of CMFRI, this is the first report of successful mass scale seed production of Indian pompano in the world. “The achievement is a major breakthrough in Indian mariculture business which will help the farming community to use the hatchery produced seeds of Indian pompano for cage farming”, he said adding that mariculture activities would be diversified with CMFRI developing seed production technology of one more high value marine fish.

Mariculture to increase marine fish production

“At a time when present capture fishery is facing a stagnation in the country, the CMFRI is more focussing on increasing marine fish production through mariculture. By 2050, India should produce at least 10.5 million tons of marine fish to meet the growing seafood demand. India’s marine fish catch is only 3.63 million tons in 2016”, Dr Gopalakrishnan said adding that CMFRI’s efforts on developing seed production technology high value marine fish was part of this objective.

‘Swachhta Hi Seva’ Campaign was inaugurated by Hon’ble Smt.Krishna Raj, Minister of State, Ministry of Agriculture and Farmers Welfare at Mandapam Regional Centre of ICAR-CMFRI

 

As a part of the implementation of the Swachh Bharat Mission, Hon’ble Smt.Krishna Raj, Minister of State, Ministry of Agriculture and Farmers Welfare launched the ‘Swachhta Hi Seva’ Campaign at Mandapam Regional Centre of ICAR-CMFRI on 17th September 2017. Along with the staff of the Mandapam Regional Centre, the Hon’ble Minister actively involved in cleaning the office premises. Earlier the Swachhta Shapath was also undertaken. The campaign is planned till 2nd October 2017 by observing activities like cleaning the nearby tourist places, public places and forming human chain to create awareness.

Inspection of Second Sub-Committee of Committee of Parliament on Official Language was successfully coordinated by Mandapam Regional Centre of ICAR-CMFRI

Inspection of Second Sub-Committee of Committee of Parliament on Official Language was conducted for ICAR – Central Marine Fisheries Research Institute, Mandapam Regional Centre; Railway Station, Rameswaram; Sub-Divisional Engineer, BSNL, Rameswaram; CSIR-Central Electrochemical Research Institute, Karaikudi, Head Post Office, Ramanathapuram on 12th September 2017 at Hyatt Place, Rameswaram.

The inspection committee comprises of Dr. Prasanna Kumar Patsani, MP (Lok Sabha), Convener, Dr. Sunil Baliram Gayakwad, MP (Lok Sabha), Member, Dr. Sathyendra Singh, Senior Research Officer, Sushri. Abhilasha Mishra, Hindi Officer & Smt. Neeraja, Research Assistant.

The official language implementation activities of ICAR-CMFRI, Mandapam were explained to the committee during the inspection. Dr.A.K.Abdul Nazar, Pr.Scientist & Scientist-in-Charge, ICAR-CMFRI, Mandapam along with the staff of Mandapam Regional Centre & officials of other four departments made elaborate arrangements for the smooth conduct of the inspection.

The Committee expressed their full satisfaction and happiness in CMFRI Mandapam Centre in achieving levels above the fixed targets in implementing official language.

National workshop on Harmonizing Coastal Industrialization with Marine Ecosystem Health

As part of the Platinum Jubilee year celebrations of ICAR-CMFRI, the Mangalore Research Centre organized a National workshop on ‘Harmonizing coastal industrialization with marine ecosystem health’ (HCIMEH, 2017) at Mangalore on the 25th of September, 2017. The workshop set the stage for major industries/ organizations located along the Karnataka Coast to present their activities aimed at promoting sustainability with the industrial developments in the coastal area. This also provided an opportunity for discussing the issues and concerns with the researchers and for adopting measures to conserve the marine ecosystem health.

The Chief Guest of the programme, Dr. K.G. Jagadeesha, IAS, Deputy Commissioner, Dakshina Kannada District, inaugurated the function by lighting the lamp, in the presence of Shri. N. Vasudevan, IFS, Additional Principal Chief Conservator of Forests, Maharashtra Mangrove Cell, and Dr. P. Pravin, Assistant Director General (Marine Fisheries), ICAR, New Delhi. Dr. Prathibha Rohit, Scientist-in-Charge, MRC of ICAR-CMFRI, Mangaluru presided over the function.

The bilingual policy document “Management plans for the marine fisheries of Karnataka” detailing the advisories for sustainable management of marine fisheries of Karnataka and the souvenir ‘S?marasya’, was released on this occasion.

The inaugural programme was followed by technical sessions in which departments associated with the coastal development (Maharashtra Mangrove Cell, Karnataka State Pollution Control Board, Mangalore City Corporation, Department of Karnataka State Fisheries) and major industries (MRPL, KIOCL, IFAFEA) presented their efforts in promoting sustainable development of the coastal area including marine ecosystem health. The technical session was followed by panel discussion which was moderated by Dr. P. Pravin, ADG (Mar. Fy.) ICAR, New Delhi. The other members of the panel included Shri.Y.K.Dinesh (CRZ), Dr. C.K. Murthy (DOF), Shri. Jayprakash S.Nayak (KSPCB).   Representatives from industries, government organizations and research institutes actively deliberated during the discussion.

Senior officials from Department of fisheries, Karnataka, Department of forest, KSPCB, CRZ, AFSIB, KFDC, MCC, MRPL, KIOCL, College of Fisheries, Mangaluru and Companies actively participated and interacted in the workshop.

Human Chain Formed to Create Awareness on Swachhata Hi Seva

 In order to create awareness among the public about the ongoing Swachhata Hi Seva campaign, a human chain was formed in Kochi on 25th September 2017 by the Central Marine Fisheries Research Institute (CMFRI). Around 200 staff members of the Institute, including Dr A Gopalakrishnan, Director of CMFRI, joined the event. Placards signifying the importance of keeping the public place clean were also carried.

As part of the Swachhata Hi Seva activities, the CMFRI staff members engaged with cleaning premises of CMFRI and other public places, including Mangalavanam and Abraham Madamackal Road. A cleanliness pledge was also taken.  Dr A Gopalakrishnan, Director of CMFRI attended.

CMFRI Wins National Swachh Bharat Award

CMFRI Wins National Swachh Bharat Award

The Central Marine Fisheries Research Institute (CMFRI) has won national Swachh Bharat award in recognition of CMFRI’s success implementation of swachh bharat activities across the country by introducing innovative methods last year. The CMFRI grabbed the second prize in national level among the institutes functioning under Indian Council of Agricultural Research (ICAR). The Indian Institute of Soil and Water Conservation (ISSWC) in Dehradun got the first prize in the category.

Swachhata Action Plan

During the previous year, CMFRI had formulated a swachhata action plan in public-private partnership which included treatment of wastes, usage of eco-friendly technologies, awareness in health and yoga, ensuring public participation in cleanliness drives, campaigns against plastic usage, measures for water conservation and awareness on plastic wastes in coastal water bodies etc.

Recognition for ‘Fish Cemetery’

Moreover, the setting up of ‘Fish Cemetery’, an art installation to create awareness about the danger of dumping plastic wastes into sea, helped CMFRI to win the prestigious award considering it as an innovative method.

In addition, CMFRI had launched cleanliness drive in the premises of major fishing harbours and the beaches across the country by ensuring public participation. Besides the Kochi centre, the cleanliness drive was carried out by all regional research centres of the CMFRI located in various parts of the country, viz Veraval, Mumbai, Karwar, Visakhapatnam, Mandapam, Tuticorin, Chennai, Mangalore, Calicut and Vizhinjam.

Dr Shyam S Salim, Principal Scientist, is the swachh bharat nodal officer of CMFRI. Dr A Gopalakrishnan, Director of CMFRI will receive the award at a function to be held in New Delhi next month.

Indo-German Workshop on Use of CMSY in Indian Waters

An Indo-German training workshop on the use of Catch Maximum Sustainable Yield (CMSY) in Indian waters was held at the Central Marine Fisheries Research Institute (CMFRI) on 5th and 6th October 2017.  The workshop was jointly organised by the CMFRI and the G.I.Z., a German government agency, as a part of the Indo-German project to impart training on new approaches to estimate the CMSY for the assessment of Indian fish stocks in cases of data-poor environment.

The experts who spoke at the workshop felt that there was a mechanism to resolve data deficiency while assessing marine fish stocks in Indian waters. Dr Michael Vakily, Programme Director of G.I.Z. said there were global databases relevant to fish stock assessment which could be utilised by Asian scientists.

Dr M.L.D. Palomares, Senior Scientist at the University of British Colombia, Canada invoked the support of Asian scientists in improving the data structure of databases such as FishBase and SeaLIfeBase which would be useful in delivering the CMSY through the new methods.

According to T V Satyanandan, Head of Fishery Resources Assessment Division of CMFRI nearly 700 species of fish are being caught from Indian coastal waters on an average yearly. “However, detailed information necessary for fish stock assessment are usually not available for all the species”, he said adding that the workshop was useful to be familiar with the successful new models for application in data-poor situations.  

Dr R Froese, Senior Scientist, Centre of Ocean Research, Germany and Crispina Binohlan, Research Associate, FishBase, Philippines were the other major resource persons in the workshop. The programme was coordinated by the Fishery Resources Assessment Division of the CMFRI.

Apart from the scientists from the CMFRI, the officials from Bangladesh and representatives from the Bay of Bengal Programme also attended the training-cum-workshop.

Tuticorin Research Centre of CMFRI Provides Hands-on Training on Microalgal Culture to PG Students

As part of the ongoing Platinum Jubilee Celebration of the ICAR–Central Marine Fisheries Research Institute (CMFRI), Tuticorin Research Centre (TRC) of the Institute organised a one-day training programme on ‘marine microalgal culture’ to the post-graduate college students of biological science stream in Tuticorin on 10th October 2017.

Shri. V. P. Nema, General Manager, Heavy Water Plant, Dept. of Atomic Energy, Tuticorin inaugurated the function. He appreciated the efforts made by ICAR-CMFRI to make students aware about the techniques of marine microalgal culture and its various applications.

The participants got the opportunity to understand the importance of microalgal culture for hatchery operations and its utilities in different fields. During the technical sessions, experts pointed out that algae have recently received a lot of attention for its enormous uses, a new biomass source for the production of renewable energy, production of food, fertilizer, bioplastics, dyes and colorants, chemical feed stock, pharmaceuticals, and can also be used as a means of pollution control. According to them, phytoplankton or microalgae are photosynthetic organisms provide basic food to all the zooplankton and larval forms of crustaceans, mollusks, echinoderms and fin fishes. Earlier marine micro algal studies were focused mainly for providing suitable food to the hatchery systems.

This training involved series of lectures followed by hands on techniques of microalgal isolation, observation, identification, quantification, nutrient preparation for microalgal culture and stock/ mass culture maintenance. Dr. C. P. Suja, Senior Scientist, Shri. C. Kalidas and Shri. D. Linga Prabu Scientists of the Centre led various sessions. The training programme was attended by 21 post graduate students and two faculties of zoology and microbiology.

On the occasion, a brochure on the micro algal culture was released. Dr. P. P. Manojkumar, Principal Scientist & Scientist-in-charge, Tuticorin Research Centre, ICAR-CMFRI welcomed the gathering. Dr. I. Jagadis, Principal Scientist felicitated the programme.
